Jolteon

When Jolteon becomes charged with electicity, every single hair on its body stats to stand to sharp point on end; almost as if they were needles.  Jolteon controls ten thousand volt power.  It accumulates negative ions and blasts out the ten thousand volt lightning bolts.
Jolteon is the Electric-Type Eeveelution; in other words, an evolved form of Eevee.  All of the Eeveelutions have base status numbers that add up to a total of 525.  Most of that for Jolteon is its Speed and Sp. Attack, especially Speed.  Jolteon, just like Vaporeon and Glaceon, have high Sp. Attack stats and lots of Special Attacks to go with them.  Jolteon has pretty good Sp. Defense stats, but considerably low HP, Attack, and Defense stats.  Low HP and Defense makes Jolteon a little vulnerable, but because it is fast, it can usually make its mark before it is taken out.  So Jolteon isn't too bad at all.
Jolteon learns Quick Attack, which is good for the beginning of the main story mode in the game, but not good in WiFi Battles.  Like any other Eeveelution, Jolteon can use Baton Pass if kept as an Eevee until Level 56.  Baton Pass is never a frail move.  Jolteon can also use the Rain Dance-Thunder strategy.  The move Thunder does a lot of damage, but has pretty bad accuracy.  If you use Rain Dance, the move Thunder will have 100% accuracy.  Jolteon also has good STAB moves like Volt Switch, Thunderbolt, and Discharge.
Jolteon's ability is Volt Absorb.  If you are hit by an Electric-Type move, you gain some HP.  But it has the same problem as Water Absorb.  Electric-Type moves aren't very effective against Electric-Types like Jolteon.  So most people are smart enough not to use an Electric-Type move on an Electric-Type Pokemon.  But overall, it's not a bad ability.  If you are in a Double, Triple, or Rotation battle, one of your Pokemon can aim an Electric-Type move at Jolteon so it can have HP recovered.
So Jolteon isn't really a bad Pokemon at all, and can be powerful if used correctly.
